Budget
  Originally financed by contributions from the Member States, but after 1975 by a system of EC own resources, but these were not formally recognized until the Treaty on European Union. Budget revenue comes from several sources: levies on food imports into the EC; customs duties on non-agricultural imports; a proportion of the value added tax (VAT) levied nationally by the Member States; contributions from the Member States adjusted to their share of EC GNP. VAT contributions provide over one-half of EC revenue. The European Coal and Steel Community (ECSC) has a separate revenue source in a direct levy on EC coal and steel enterprises. The EC cannot borrow or accumulate deficits: the budget must be set annually and must be in balance, but in 1993 detailed expenditure ceilings were set through to 1999.
